Air-path QC & compliance.

Three-plane QC for the NOC/MCR. It correlates decoded-frame QC (black / freeze / loudness / caption / SCTE) with RTCP stats, PTP offsets and NMOS events, clusters them, and surfaces the root cause with evidence — because a "black frame" is often a 2022-7 / PTP / IGMP fault, not a content fault. Failover, restart and reroute are human-gated.
